Yeah, Ralph Fiennes could probably do Garrett. Other than that... um... Viggo Mortensen maybe.
I think Catherine Zeta-Jones would make an awesome Viktoria. She pulled off nastiness well in Chicago, I think she could do the EvilWoodWench too. :p

I, too, favor Viggo. But because he's already done Strider/Aragorn, I'm afraid that he'd look like he was trying to reprise that role.

Bale would have to alter his voice considerably; it's not low enough. He does American accents quite well, though.
