All he really wants to do is clean up the streets. That sounds like a good aim but he seems to be painted as a bad guy. What do you think?

The Sheriff is a corrupt, power hungry jerk who creates new reasons to arrest people, probably plants evidence and hands "street scum" over to Karrass to become servants. So yeah, he's evil.

If you're referring to Truart, then i'm worried that you think a power mad nutcase who abducted beggars and tramps for the mechanists and attacked businesses to stop crime instead of the criminals is a 'good guy'. He had a serious napoleon complex imo, he basically became the Regent of the City as the Baron was away

truart seemed like he wanted to arrest the crime lords , many new blue coats were reconverted thugs ; it does seems good , but on the other hand maybe truart wanted to take the crime lords' place

Although Truart's willing and determined to clean up crime in The City, he's willing to work with Karras. After Eavesdropping, he knows full-well what Karras is doing to the people Truart's collected off the streets. He is eager to round up more "street people" for Karras after witnessing the horrible deaths of a Masked Servant and a beggar. He's corrupt. He is hired by Karras to eliminate the Pagans. He has secret rendezvous with a prostitute. He's evil enough that Karras has recorded evidence against him to be able to blackmail him by threatening a scandal. He's evil enough to kill Pagans for money. He views part of the population as less-than-human, not worthy of living, and has no problem destroying those people in ugly ways. He agrees to deliver 20 people to Karras for payment of an undisclosed amount, not to mention all the gadgetry Shoalsgate's been fitted with. He draws the line at "no more" than 20, though.
I don't recall him trying to be anything more than the Sheriff, though.
