Well, given the tactics that he's using, it appears he's trying to shut down the existing criminal hierarchy and create his own - he hires professional crooks as watchmen, he blackmails, he bribes, he threatens and is basically the 'corrupt police force' stereotype - he's running the biggest gang in town.

I was referring to canon vs. impression, but I don't have a problem with this speculation. He is working for himself instead of the Baron, and he has delusions of grandeur, but he's most interested in "cleaning up The City", and the money.

Just about, yeah. Indirectly financially backed by the Mechanists. We don't see him going after the Wardens, but more specifically, the Downwinders. We see him as he's just started getting a head of steam and he's cut down pretty quick, so we never know how far he would've gone.

Well, he HAS created the Warden Affairs Division, and we know that he's taken out at least one (DeWall, another 'Undermarket Warden', as said by the former Downwinders who now work in the watch).
It also looks as though the good Sheriff is taking bribes from some of the wardens: WA have been avoiding certain wardens, and evidence against these ones vanishes from Evidence Storage (per Hagen).
And the WA notes indicate that Truart is keeping certain things even from the WA, who already have an idea about how corrupt he is, being mostly in on it.

Yeah, he probably wants in on the profits, and doesn't want anybody skimming from under him.
In TDP/Gold, "the Baron's police" took down DeWall, snitched out by Raputo.
In TMA, Truart himself led the bust on Donal's casino, The Overlord's Fancy.
Undermarket and Downwinders. But he's meddling in the Warden's affairs.

Yep. And apparently vanishing the evidence for the ones that are in his pocket. Only those that refuse to 'pay tribute' get busted, it seems.
