It sounds like an interesting idea, if you interpret it as saves from Game A being detected by Game B, thus Game B uses a slightly different variation of its content.
More unlikely that such integration would be carried over for the PC versions. :rolleyes:
The most realistic solution for PC would be to just use achievement support via Games for Windows Live (which can be used exclusively for tracking achievements, ie Fallout 3's implement.)

It's not so much the achievement linking, its the achievements in general. Its just a poor substitute for actual content, hence "load of balls".

You're missing the point. A service like GfW Live (and Steamworks, which copied the functionality from the former) offers gamer profiles with tied in stat tracking. Tracking of achievements of the like that are unlocked by completing a particular mission on any difficulty setting would be an ideal solution for the likes of Ubisoft.
Most of the Tom Clancy games are console ports, remember this - Splinter Cell; Rainbow Six mutated from a PC squad-based tactical FPS into a console action FPS. The last two PC Ghost Recon games were built from the ground-up independently from their console counterparts, but there's no guarantees that this tradition will continue.
What would require less effort for a lazy developer, using a similar infrastructure that's already in place for the Xbox version or scanning the My Documents folder for saves? The former is better than foregoing the integration completely, IMO.
