If we're being asked "what is Icarus?" then I'm going to guess that either metaphorically or literally the city flies too high. The finale will involve a boss fight while the entire thing plummets towards the ground.

I'm still trying to figure out how the political aspect of the game is going to work in any way. At least in Bioshock you could say "of course Rayndian philosophy would never have practical applications, people are assholes" and in Bioshock 2 you could say "of course Marxism would never work, people are assholes" but I'm not sure what the equivalent would be here. "American imperialism would never work...oh, wait."
