1999 mode wasn't too bad. It was obvious that the game wasn't originally balanced with scarcity in mind, but I found it suitably difficult without being frustrating for the most part. As long as your aim was good, the enemies didn't feel like bullet-sponges, either.

No, they absolutely felt like bullet sponges. They lied about having to manage resources (what resources?), making choices, etc. It was bullshit, a lie, and ultimately a gimmick that screwed dramatically with the pacing of combat. It made Infinite an even bigger mess to dredge through than it would be otherwise. If that is your way of punishing long-time players of your games, that's pretty messed up.

I completed the entire game on both normal and 1999 modes, and while I found the latter frustrating a little bit at the start, pretty soon I was enjoying the challenge. I definitely had to manage resources to some degree (not at SS2 levels, of course, but that would have required an entirely different game design). You generally had to combine weapons and plasmids to take down enemies quickly, whereas on normal mode I barely touched my magic powers at all. I felt that in the end it enhanced the combat, not screwed with the pacing.

I found the enemies even on normal difficulty too bullet-spongy. Add in the fact that the enemies seemed to barely register hits and most of the weapons felt more like peashooters than real guns.
