Using FenPhoenix but my Windows laptop seems to vehemently disparage opening the application once I've unzipped the folder. I use my computer for work and while I love Thief to death I'm not sure a dodgy programme is worth sabotaging my career - I don't work at Soulforge.

Yes its safe. I use angeloader and my norton antivirus flags like 4 files or so every time I unzip a new version to update. Just over ride the antivirus and your fine.

AV does almost nothing but flag false positives these days. To prevent it, an app author would practically have to spend thousands on certificates (for a free app) and then also slavishly remove useful functionality from their app anytime an AV has some panic attack because the app has a button with the letter "q" on it or whatever.
You can see across the internet, tons of apps are having to say "if you install this your antivirus might flag a false positive" or "if you install this Windows might say it's UNTRUSTED AND DANGEROUS WEE OO WEE OO!!" etc. It's totally silly and AV should just be disregarded, if it gets it wrong so often with legitimate apps so that people have to purposely ignore it, then what good does it do.
Anyway, AngelLoader is perfectly safe of course. I don't know what files the AVs are having hissy fits about, but if I had to guess it might be EasyHook, which is used for the dark theme. AngelLoader is not doing anything bad of course, anyone can look through the (
https://github.com/FenPhoenix/AngelLoader) source code and see for themselves. It's not carrying malware, it's not collecting telemetry, it's not even accessing the internet. I hate all that crap as much as everyone else. It is what it says on the tin and that's it.
But seriously, I wouldn't trust an antivirus app's opinion on anything. Antimalware apps have never found anything but false positives (hey, the registry has been modified to prevent Windows from auto-updating without your consent, IT'S MALWARE!!!111) on my PCs
ever. The last time any kind of malware was on my PC was 20-some years ago when I let my friend on MSN Messenger for five minutes and he clicked an obvious malware link. Lesson learned, but other than that... yeah... /rant

Maybe another post in this thread is unnecessary: But to answer the OP directly and give further assurance: Yes, it's safe to install.
Lots of us use it without issue and as Fen said, you can even examine the source code for yourself if you are really concerned.
It's a fantastic FM manager -- more than just a loader -- and it will improve your experience exploring the world of Thief fan missions, so go for it!

Honestly: I have AngelLoader installed for several years now, and not noticed any sign of it ever coming with malware.
