I really don't think that Garrett was afraid of control as you say. He simply refused it! Garrett obviously was not fearless. The whole first game centered around it. I believe that much like a cat or a kender, Garrett's curiosity in those situations overwhelmed much of the fear.

I agree he refuses it. And that idea doesn't negate mine. He's willing to put up with discomfort and scary situations, but he's most unhappy when he's not in control.
He hates the Keepers prophecies because he thinks the Keepers are using them to control him and he does not like that. After he finds out that the Prophecies are coming true simply because he's doing his own thing, he's much more willing to pay attention and uses the Prophecies to plan his next moves.
Being grabbed by the Keeper put a tremble in his voice (unless he was just acting scared, unlike any other time).
"Let go of me...!"
"Don't tell the Hammers...!"
"Leave me alone!"
Not too long after the Keeper lets go of him and gives him his freedom back, Garrett feels adventurous again, and he goes along with the Keepers until he can't wait to leave their (indirectly) controlling order.
Later, he's seen quivering BEFORE he gets mutilated, ensnared in those vines. After the vines are cut and he's free to decide his own fate, he chooses adventure, empty eye-socket be damned.
He's willing to go into some crazy situations involving gods and monsters and boobytraps, but trap him, make him powerless to escape, and he's scared.
He loves his freedom and independence. Take it away and he's unhappy. He'd much rather keep his fate in his own hands. His character is very consistent on this point. Whether it's relatively trivial: "...With my luck if I don't take this job I could end up in [Shoalsgate]." Or going up against some powerful enemy and his minions.
Keeper1: "By
order of the Council of the Keepers,
you must come with us...."
Garrett: "Leave."
Keeper1: "But we
must--"
Garrett: "Now."
All variations on the same theme:
He is fearless, often by choice, as long as he's in control of his own fate.

I think Garrett knew much of the things he is going to face during his Keeper's training... 'Cause Keepers also do the undercover work andit's necessary for them to know something about those monsters and undead alike in case they get into some nasty situations....
And I think people in the City might be quite used to the zombies' existence, although with some fear...
