I agree. As long as it's an intended feature of the game and doesn't negatively impact the experience, it can be very effective and contribute nicely to a title's art direction. The Arcadia Gardens from Bioshock comes to mind, that level is gorgeous.
In this particular instance [FC1], the HDR effect was patched into the game. It has to be enabled via cvars.

That Oblivion screenshot has been photoshopped or something because that's not how intense the bloom is in-game.
Bloom/HDR is great if it's done right and at the right levels. If the levels and intensity are too high it can potentially blind the player and annoy to no end.

The dx9 wrappers that people use for the GTA games are fucking horrible. It's not really HDR/Bloom, it just makes everything blurry and shiny.
