Well, it's not exactly the polish, but the scope of the projects, polish will usually be the first thing to not make the cut, since it's last on the schedule that eventually have to come to a stop.
But take a look at something like torchlight, it really has that super great polish that made it fun to play (funnily enough being made by the schaefers from blizzard north) but still was made quite fast on a smaller budget.
I think projects need to scale back a bit and put more budget into the polish stage.

Part of the lack of polish is the drive to get the title out the door and make the publisher some cash. Many publishers don't seem willing to wait for what they see as wasted time.

Can't agree more, polish doesn't equal money for publishers, for them the game is done, and there is a market out there to buy it.

To be fair, Torchlight was even more simple than Diablo 1 - it didn't have multiplayer, and it's still outrageously buggy (I accidentally made an item that gives me two trillion HP - whaaaaa; also enemies that instagib you if they ever hit, etc etc).

I think they fixed most item related bugs post launch, but I dont know about more simple than diablo1.
What I was relating to, out of all diablo clones that has been out there, torchlight managed to tweak that small fun repeated part into something great.
Multiplayer wouldn't been nice (will be awesome in torchlight 2), but isn't part of the polish :P

I really should give Torchlight a try. I've been meaning to because Diablo 1 I really, really enjoyed, amazingly enough. Which is at least part of why Diablo 2 broke my heart.

As long as you keep in mind that Torchlight is Diablo with a WoW aesthetic and is not at all creepy in the least, you're good to go.

Yeah, whether the wow aesthetic is or is not your taste, this sentence is true, but as an artist I'll say it's well done art.
Gameplay is the key thing about torchlight though, it's really good.
