And I kinda assumed if I take entire paragraph in bold people'll figure it out it's kind of a rant. Guess you didn't(In before "WELL SINCE YOU WROTE IT IT MIGHT AS WELL HAVE BEEN SERIOUS DURRR").
"kind of a rant" does not automatically make something non-serious/tongue-in-cheek just FYI

It does make it exaggerated though.

I agree with above.
I hate unskippable splash screens and intro cinematics, too.
Luckily most games let you just delete the relevant video files, and it's one of the first things I do with most games. The Prince of Persia: Sands of Time games were especially bad for this, especially Warrior Within, as that game delayed loading each time you died so that it could play the entire loading screen video. That drove me insane.

Save files working thru Games for Windows is the biggest offense of all. What the shit?

If you don't log into GFWL it saves them in a standard 'documents and settings/Fallout 3/save' folder or some such.

The most "wtf?" moment for me in regards of third party software requirements was with Caesar IV which insisted on installing MySQL.
Wait, what?

When I installed Fallout 3 I blocked the G4WL setup with my firewall. To run the game I just needed a new xlive.dll. Is it possible to do the same with GTA4 or do I have install G4WL for real this time and then uninstall it?
I've been thinking of getting GTA4 for a while now but all this extra crap and nuisance is starting to change my mind for good.

I'm pretty sure you can skip the GfWL setup in the GTA install, but I'm less sure you can skip the Rockstar Games Social Club install. You can uninstall both afterwards and use xliveless though, which I linked to in an earlier post.
