Actually, that's not true. I don't know what the case might be in the Multiplayer game, but I do know that in Single-Player you can progressively destroy cameras, etc. because I've done it with Sabot rounds with Targeting on - so I could watch the "health" of the camera (for example) slowly decrease. But you do have to have the right kind of weapon, with enough of the right kind of skill, to do any damage at all. But once you have one of the weapon/skill combinations that does do damage, then you can chip away at the item in question, as I did.

Cameras, turrets, etc. are progressively damaged, but I believe they have a specific damage "threshold"; i.e. they will not be damaged at all from an attack lower than a specific damage value...Sort of like punching a door might be inflicting "damage", but chances are that you'll never break it down that way...

[3rdEdD&D]
To take down an object such as a camera, you need to have a damage roll that beats the object's hardness. If you roll lower than the hardness, it goes floppy and no damage is dealt. If you roll higher than the hardness, nipples wobble splurting and the damage is erected in a primary front shove.
[/3rdEdD&D]

My answer to he tranq dart q.
It depends on where they hit. If in the head, you've been KO'ed. If in the arms, you will go down rather slow. Legs. Don't ask me why, but it sorta impairs movement. Like putting your leg to sleep. If in the chest your rate of getting knocked out will signifigantly increase. I tink you were hit in the leg and so nothng much happened. Anywhere else and you ge knocked cold.
