I've played the game through 3 or 4 times now and I just can't figure out where he came from or how he fits into the story.
If you can't remember either he's the guy...

But WHO is he???

Why, he's Howard Strong.
Just one of Page's anonymous lackeys, I suppose.

No, no, no!
It's Howard Stern, he has a guest appearence in Deus Ex, you just have to find the secret passage behind the toliet on level two of the place where you find that one thing, next to the other thing you have to find, and across the room next to the soda machine that is right across from that guy who looks kind of like this other guy but is really a friend of another guy who looks like a friend of yours who is alos a friend of his, who likes to draw on the wall, and then open the drawer and there will be a keypad, punch in Warren Spector's birthdate and you will then have to add Warren's age to his birthdate to the number of BMWs he owns and then to the numbers of games he has made, subtract Harvey Smith's birthdate and multiply it by Pi and subtract Z. Only then can you find Howard Stern's cameo.
Hope that helps!

Minor spoiler:

Spoiler:
He's a member of the Conspiracy who went with Page after he broke away from the Illuminati and formed Majestic 12. He's a minor player. In Area 51, there is a computer on the way to Helios' core that has a lot of interesting backstory e-mail on it (pre-Majestic 12 stuff, deBeers, Everette, and Page were all still colleagues). Strong is mentioned in one of the messages. That's all.

In Mission 14's "silo" map there is a scientist named Howard Strong who has turned against the X-51 scientist. In a last-ditch effort to stop J.C., Strong tries sabotaging the rocket headed for Area 51. In the shipping version of the game, this boils down to Howard madly throwing grenades at J.C. Not what we had planned, originally, to say the least. The original Vandenberg storyline consisted of 2 factions, the Raiders and the Salvagers. The Raiders were a hostile group trying to get a hold of the Salvager base. Gary Savage (leader of the Salvagers) was (going to be) killed during the mission and Tiffany Savage (his daughter) would have only agreed to help the player if he could have brought the murderer to justice. According to the plan, Gary's body would have been found in the radioactive tunnels with a password scribed on the wall in blood (This would have been the login for his computer and would have pointed the finger at Gary's assistant, Howard Strong, exposing Strong's ties with the Raiders and his plans to take over the base). J.C. then could have fought through the Raiders to reach and kill Howard Strong, or, as wacky as this sounds, J.C. would have had to beat Howard Strong's killer spider bot in a battledome constructed for robot wars. This is where the spider bot actually came from. Then there was also a love story between Tiffany Savage and Ned Strong (Howard's son).

Hrmm. I think I actually like the version that made it into the game as opposed to what they planned for Vandenberg. Sometimes, less is more.
Except the robot wars bit, that would have been cool
