Whether he deserves it or not is debatable, but what isn't debatable is that there are many other game developers who would deserve it much, much more. The guy has one true classic game under his belt, followed by a string of very pretty, excessively-marketed games with gameplay that could most charitably be described as "adequate".

Thief, only adequate??

He worked on Thief, but he wasn't the project lead.

Still, that's better than Peter Molyneux who still can't pull a great game out of his rectum, even if he wanted to.
Out of the games that he's known for -- Dungeon Keeper, Theme Park, Populous, Black & White, Fable -- a couple of them have been pretty decent, some would even say great.

And yeah, Levine wasn't really involved on Thief so that can safely be ignored in this topic.
Whilst Ken is best known for SS2 and BioShock, to suggest he wasn't really involved on Thief is doing him a disservice.
Working with Doug Church, he did introduce the concept (among other elements) of the Hammers and the Trickster to the game, which you would have to agree form an integral part of the Thief universe.
You can listen to him discuss his input on this (
