The trailer said it was made with "in-game footage", so it's not like it is just some separate cutscene.

Well, if Shakey wants to know what the game's actually going to play like, think detective investigation: searching for clues, interrogating people, detecting when they lie from their facial expressions, and probably the odd shootout and such. It almost sounds like an oldschool adventure game whodunit reimagined for today's console crowd.

I too am a little bit wet for L.A Noire now. If it really is a nice film noir styled investigation game, rather than a straight up 1920's themed GTA I figured it to be, then it's on my list of must eventually buys.

Is it you? Nowhere does the site call the trailer a 'teaser' trailer, and it is quite long and involved for a teaser trailer.
Still, if their purpose was to tease the idea of yet another game that wishes it was a movie, then mission accomplished I guess. I'm guessing this will continue the trend of Rockstar games getting more and more linear. Judging from the trailer the gameplay will consist of "Press A for next cutscene."

Nope, it falls well within the criteria of game teaser of contemporary times. Eg the ~1 min run-time.
The point remains, you have completely unfair and unrealistic expectations from a teaser. Plus you seem to be unfamiliar with history and trends - having media blackouts and being extremely tight-lipped about details concerning their games has been Rockstar's modus operandi for many years.
