AFAIK it's not so much blocking of steam, as blocking of typical gaming ports. And Steam just happens to use these typical gaming ports for its connection and downloads (which, imho, is a stupid choice, albeit not an irrational one).

Nah, I don't think it's common game ports, they just blanket-block everything, leaving nothing open but standard ports like HTTP.

Goddamn, makes me glad I went to school back when the internet on campus was the wild fucking west. Also, Ohio State paid for my Roadrunner Broadband @ my apartment 5 miles from campus. This was back when dial-up was common. I had a Dreamcast @ the time, and bought that broadband modem. Man, I thought that was the shit. Playing Quake 3 on a console with a mouse and keyboard against PC players. Felt sorry for the chumps with only a controller. Poor fellas didn't last 3 seconds.
