No slaves in the Builder's Paradise, only 'bots that make 'bots and maintain whatever City remains. Recycling all the metal aspects of a building that no longer exists form being made primarily of wood, and collapsed stone structures that fell from lack of thick wooden beams, etc. Firing cannonballs at ships and boats that try to land ashore from the sea, or down the river, as well as people from other lands that were isolated enough from the rust-storm.

Have you noticed, that one of the Builder's Children during the last cutscene, was affected by Necrotic Mutox too? Also, in T3 in Wieldstorm, there is an recording with Karras's last words? It is something like that:
m10vic2: Alas, I alone must wait for purification. I must remain alive to greet The Builder, while all around me all else is cleansed by Necrotic Mutox that I created. And all the souls--the rich... Who is Karras, but the Hand of The Builder? What the Builder wills... Karras...makes. Praise to Karras! ...And the Builder.

The Builder's Child just ran out of fuel. They always needed fueling.:)
Karras's last words are heard in the last cutscene.

That Viktrola was of him preaching, but since no one knew his ultimate plan, it's more likely a propaganda-style historic recording for future generations of Builder's Children, especially with the sound of throngs supposedly hearing his ultimate plan.
