Marksman - In Bruma, theres a guy that lives south of the Eastern Gate, sits on a chair. Go inside and talk to his wife.
Light Armour - The guy in Chainmail from The Best Defence, I think.

The guy in Nord Winds in Bruma should train Light Armor.
