Prototype only lets you ride specific military vehicles, so you're more or less forced to run/glide everywhere. Still, the way on-foot movement works is nearly identical, with some added hilarity in SR4 until you stop getting tossed when hit by a car.

inFamous also addresses that by preventing the player from riding vehicles, with an in-game explanation.
