My very early mission RGB has no enemies, but it's basically just a small 3D maze mission with watervators being the gimmick.

I think most of KFort's FMs don't have enemies, or they're not the focus.

You have The Summit and A Thief's Holiday, which actually give you something to do.
Speaking of which there are lots of these puzzle kinds of FMs, Run Thief Run, Komag's Mind Master, Temple of the Tides, the keeper's library one, the one with Jeeves and Wooster...
Then there are the story-only ones, like what we'd call walking sims now, The Red Masque, Deceptive Perceptions, (others already mentioned)...
Probably a lot more...

I think a contest with no enemies would be interesting - you can definitely tell a story even without enemies. You can even make the mission creepy, or present any other atmosphere without AI, although it's not necessarily a really good thing. It's just not very exciting.
The Sunken Temple of Dielya looks so good that it would even do without the AI, and Shadows of Eidolon has that threatening vibe throughout the mission, without actual AI if I recall correctly. BUT if you know from moment zero, that there will be no AI, maybe the atmosphere is too 'easy' to be an exciting fan mission.
