I had the chance to muck around with a Vita at work yesterday for a few minutes. I must say the touch screen is outstanding; it's very smooth and responsive. The only game I played was Capcom Versus Marvel 3 and whilst the frame-rate was solid, the loading times were disappointing. Some of the other Vita games have had issues with loading times as well, so I don't know if it's poor optimisation or the console to blame.
Still not worth buying at the current price though...maybe in a year's time I might pick one up.

He already has one of those, as previously mentioned. Honestly 3DS is the better console at this point in time since it actually has a seemingly worthwhile game library now.
