To be honest, I almost turn off the weather effects. For me it's irritating. Especially fog, it diminishes the own vision whereas AIs can see you as usual.

Well, depending on the mission, it adds a lot to the atmosphere. Besides, thief's 2 ai isn't that great, they can barely see from far away unless you stand in front of them, and the light gem is fully lit but if you're supreme ghosting, then i agree, it's hard. But again, when your vision is obscured, listening to their footsteps might help and tell you exactly where they are

I second The Last Lighthouse Keeper. It's the first that came to mind. Wonderful snowy exterior. Most of the mission is inside the estate, so it's a mix of snowy, spooky, and cozy.
My other rec is Bones Episode 1: The Old Quarter. Snowy graveyard, docks, warehouses, and city streets. A great mission.

Transitions in Chaos - Conspiracies in the Dark. A superb mansion mission with rainy exteriors.

I can't remember that well the details of My Favorite Year but I do recall it was a very solid mission. Actually, I should replay it. It's been awhile since TMA 20th AC.
