First time I entered HK level I explored a lot, found the triad battle in closed tunnel and got some goodies.I reloaded and now I cannot find that place (with soldiers, trucks behind low concrete barriers)! Where the heck is it?

Near the compound where you meet Gordon Quick. As you face the gate, turn right, go down the stairs.

But obviously it only occurs (or you only see it) if you go to that location before stealing the Dragon's Tooth sword from Chow's apartment and showing it to Max Chen.
