Al_B can correct me if I'm wrong, but when you go to the voting page, I believe it's tied to your logon here. You'll notice at the top it says "Welcome, Ricebug." So if the page already registered a vote from a particular user, there's no way you could vote a 2nd time. The most you'll be able to do is edit your existing vote.
