As the manual states, Luck has an effect on everything you do.
With Luck at 0 skills reach their max effective level at 120.
With Luck at 50 skills reach their max effective level at 100.
With Luck at 100 skills reach their max effective level at 80. You will still need 100 to get Mastery bonus.
With Luck at 250 skills reach their max effective level at 20. Level 25/50/75/100 is still needed for Apprentice/Journeyman/Expert/Master bonus of course.
50 Luck ~ +20 to all skills up to a max of 100.
For weapon damage Strength (Agility for bows) is calculated seperately from Luck and Skill. You have one max damage bonus from Strength (Agility for bows) which maxes out at 100 Str (Agi) and another for Luck/Skill using the above as a guideline.
Luck is useful if you plan on using many non-maxed skills. If you stick to a few skills that will max soon then Luck isn't as good to invest in.
Edit:
The Governing Attribute of a skill has no direct effect on skill use except in the case of weapons where it adds to the damage dealt.

If that's true than that's really cool.
I like the idea of luck having a noticible benefit. I'd always assumed in Morrowind it increased your chances of hitting and spells being cast succesfully and the like. I like this a lot more.

If it works like it did in Morrowind, and I think it does, having higher luck also gives you a higher level for purposes of random loot generation, so higher luck=better loot. Cast a Fortify Luck spell on yourself before opening those containers!

This is a good find. I've checked, and you're right. Luck is worth .4 of a skill point.
Any idea how the Str/Agility bonus interacts with the (skill + .4 luck)? I've noticed that as strength goes up, you need less luck to make your damage go up - however the effect is constantly going down. Going from 0 to 20 strength reduces your needed luck by 9 points, while going from 60 to 80 or 80 to 100 reduces it by 4.

I have (legitimately) raised my luck up to around 80. I wish I'd picked the Thief, I think, which raises luck by another 10 points. Anyway, I really can't tell you if it's useful or not. Even with a good bonus to luck (and luck as your specialization, like mine), you're not going to reach 100 until you're around level 30. By that time it's just not really relevant anymore.
I also haven't had much luck in finding good, random magical loot. Usually I just get 50 - 70 gold in a chest.

I've always assumed this but have never experienced it in practice. First of all, loot
*seems* to be added to containers when you enter the cell the container is in. I have saved before opening a container and have always gotten the exact same loot upon reload. But if I save before entering a nice juicy cell of loot, containers and NPCs contain different loot upon each reload. I have also experimented with raising my luck significantly before entering a cell and have just never experienced the loot being any better. I assume the game tries to make it so, but I've certainly never noticed it is all I'm saying.
What I
*haven't* done yet is raise my luck before opening a container. Like I said. I've saved and reloaded before opening a container and always found the exact same loot but haven't tried it in combination with raising my luck. Only tried that when entering cells.
Does that make sense?

It would be funny if they changed random loot from "when open" to "when cell loads", because then you have to ask why they didn't determine the sigil stones the same way.

is it just me, or does luck go up with each level up, a lot? my luck is like, 110, with about +30(thief, night mother, enchantments), but i have never picked that, because it is always only 1 up.

Oh, while in Oblivion, I stood infront of a Punisher wossname and quicksaved, then opened. I quickloaded, opened again, and found the same thing (no randomized loot on open - already confirmed but what the hell.) Quickloaded again, set my luck to 255, and opened. Found the same thing. So luck doesn't effect what items you find, unfortunately.

I got the impression that stuff in containers gets determined when you first enter a loading zone after a cell reset, so pumping up your luck before entering a dungeon and then comparing the loot values could be worth a try...
