That's not what I would say if I heard a suspicious noise or saw something move in the shadows (I'd probably go for something like "skulking around"), but YMMV, I guess.
In any case, "taffer" is not just a synonym for "f***er" (cf. "I'm gonna enjoy gutting you, taffer boy!"). The first instance of "taffer" I remember in Thief is in the dialogue between the two guards in Bafford's basement. In that context, "you taffer!" would probably translate as "you moron!" or something along those lines.

Actually thinking about it, the actual guard line is "Hey, is someone taffin' about?" which would suggest to me "messing about", and synonymously "fucking about", although it's a bit over-rude for that situation unless the guard is reaching the end of his tether with other people taffing about earlier in the evening!

And also the variant "Nobody better be taffing around down here", where "f***ing" would also seem a little too strong.
I'd still say that the use of "taff" and "taffer" is broader than acting as a substitute for the f- or s-word, but it does seem to be considered vulgar in the Thief universe. I don't recall hearing any upper class characters (nobles, Hammerites, Mechanists) use them.

Hammerites and Mechanists wouldn't use it because it's a corruption of Trickster. Can't think of any noble examples of the word taffer but I wouldn't be too surprised if there were, in non-formal situations.
