I never really envisioned, or rather enaudioed the Hammerite speech as very Shakespearean at all. If anything they appeared more concerned with talking like their scriptures read, so more King Jamesean than Queen Elizabethan, if you catch my drift.
I think of old Bill's dialogue at very vital and sometimes playful. Not at all the Hammer way.
And Thief is one of the least Tolkienesque fantasy games I know of.

I know what you mean, but it's very probable they referenced many sources, and put a spin on it. I just don't think they had to be fans of everything they referenced.
