I have the PS2 version and my big issue with it was that it just lacked a lot of the feel of the first game. The first game was oppressively dark, throwing you in a crapsack world where you had to kill some seriously horrible people to survive. The sequel, on the other hand, felt strangely neutered, and I'm not talking about the censorship (which did damage the game a lot.) The levels were smaller and the plot was more generic. Possibly the only part of the game that I still remember clearly and enjoyed was playing the murderer guy running around in San Andreas backyards during a police manhunt scaring the shit out of people.
