I completely rebuilt Police in another method which, while using more parts, required fewer iterations. It still runs out of patience, though. That's the third method I've tried for that problem, and it ran out of patience on all of them, but they all worked.
I'm quite pleased with my 8-part RoboSpies. :)
Once I actually took the time to work out exactly what it was supposed to be doing, it was easy.

Yes, same here. My first attempts were horribly complicated and it wasn't until I broke it down that inspiration struck.

Cool game. :D My Politicians are broken. Had a hard time with that one and Academics. At least the Academics solution works, even if it isn't the best. However, I am happy with these two, as they haven't blown up and I don't see a way of compressing them more:
Officers: 27 parts, 1501:20
Generals: 26 parts, 712:20
I still haven't determined a way to approach Judiciary, yet.
edit: Haven't quite reached Tonamel's 26 on Officers, but I'm close. :)

Half of the fun I've had from this game is trying to work out the strategy / algorithm in the first place. Without spoiling too much
I found a previously solved problem to be very useful in solving this one.
(The other half is trying to match the results of other people here - 31 piece officers? Argh, got to drop four pieces somehow... :))
