I'm still planning on putting something together after my work on the Cabal is over. Hopefully before Thief4 comes out ....

Glad to hear that. We'll be cheering for you here. :D

OK, gonna resurrect this thread a bit. Trying to do a bit of research for an FM, and I admit I don't have the patience to go back through 90+ pages or so of discussion. So here goes...
Why does the most recent map have Newmarket quite a ways north of both South Quarter and Old Quarter? This contradicts what shows up on the Assassins map, which has Newmarket southwest of Old Quarter and directly west of Southquarter. To add to the confusion, Newmarket belongs to Raputo, but the map has it placed so it's oddly right in the middle of what is likely to be Ramirez's area of influence.
I'm sure there's some logic to this. Can any of the mapping gurus around here help a brother out and shed some light?

That iteration still has many flaws, including the blatantly obvious misplacement of Cragscleft.
The base map of known locations is (
http://thief.wikia.com/wiki/File:City_Map_BASE_with_known_locations.gif) here, everything beyond those location is speculation.
What you're not seeing(and what isn't labeled correctly) is the quarters, Downtown can be a district inside the Old Quarter, and it stretches most of the height of the map. So Newmarket is correctly positioned vs the Old Quarter. There is no indication on the Assassins map that Newmarket is "directly" West of SouthQuarter, there is an indication that it is North of SouthQuarter, on the keeper map anyway it would be considered North of "Home Turf"(SQ).
If you're looking at it from a Wardens point of view it is still a mess.
* Ramirez - Hightowne, South Quarter and Downtowne
* Raputo – North Quarter, Shalebridge and Newmarket
* Webster – Docks, Eastport and Dayport
There is no indication of where the North Quarter is also, it could very well encompass Hightown and Newmarket. If you wanted it to make some sense you could say that Newmarket was in the SouthQuarter and Hightowne was in the OldQuarter.
That might help, or not.

I think the Warden's sections make sense for the most part. Ramirez has the NW corner of the map, Webster has all the southernmost districts, and Raputo has the NE corner (Shalebridge sort of stretches that logic a bit, but it could work). The three remaining districts (Stonemarket, Old Quarter, and Auldale) are all central and right next to each other. This could have been DeWall's territory before he was edged out.
Again, the odd man out here is Newmarket (Raputo), which is wedged into Ramirez's zone. It would make more sense if it was moved closer to Southquarter, where it had the potential to be adjacent to Shalebridge (another one of Raputo's areas).

lovely summary!
I'm just anxious to see someone take all of this and make it look like an actual map, not just the blueprints of other maps. There could always be "water stained" areas where we don't know the roads or buildings. :P

That's exactly where the project's at. The problem is, no one's stepped up to take a crack at it, in part because there's still some dissention on the layout.

Out of curiosity, what program was used to make this (
http://anodal.org/citymap/citydemo/) map? Cause I'm thinking of maybe taking a crack at filling it up(maybe).

I don't know the answer to your question off hand, but I'm pretty sure I recall it's in this thread *somewhere*. I know it's a big thread, but I really remember somebody talking about the program used to get that Google-maps style presentation. Or at least you can track down who made that map and ask them directly in a PM.
Incidentally, now I feel we're in a strange limbo because Thief 4, if it's in the City at all, will reveal new parts of the City and I assume we'll re-open the map project to integrate them in. So it's almost worth just waiting until then; and it will breath new life into the project anyway. More new things to endlessly argue about. :D
