In thief 1 or 2 I cant remember there was a lost city, maybe the lost citidel and the lost city are the same place, food for thaught

Yes. There is a Lost City in Thief 1 and 2. The sunken citadel in T3 is allegedly linked to the lost city, but is in a slightly different area.
