There's a note in the cradle in the staff tower. In the staff notes about what punishments to dole out, there's one about a lady who liked to dance to the victrola and that it could be taken away as punishment or given for reward.

I don't think the Victrola is a mechanist invention per se. I get the impression that the technology already exists. What they did invent was the wax recording device which deforms a wax cylinder to record the sound waves. This was a lot simpler than the recording technology needed for the Victrola - and a lot smaller since Truart never noticed it.

Not as far as I remember.
Though if I had to make a guess as to why they're not in Thief 2 and 3 (you know, besides the developers not putting them in :p) then it's probably because the people in The City were just eating too many Burrick Burgers. And now they're all gone :(

A guard of the City Watch states that he had a burrick burger and he was getting gas, or a stomach upset (I don't remember specifics). It looks like they are still around, but there weren't any large sewers or caverns featured in thief 3 (or in the City). The pagans don't associate with them and the strange Citadel creatures probably killed any living in their tunnels.
