In terms of being helpful to society the Hammers win. They help take care of crime, ("...please don't turn me into the Hammers, sir!" Or something, in the intro of Thief) they "civilized" the city with a bit of technology, such as elecric lighting.
However, the Mechanists were pretty okay to start out with, and I think that if they let Karras go, it'd be a lot nicer. Although I assume this friendliness was just to gain a footing. And the Mechanists DID pollute the City...
But what did happen to the Mech' technology? I mean, even though the Hammers didn't like 'em in what not, I would've thought they would keep the cameras at the very least, after all, they are pretty good ways to keep thieves out.

The hammers were about minimal machinery... enough to help people but not take over everything. The cameras were a kind of AI... they could think for themselves which I'm guessing is a big no-no with hammers.

The Hammerites are more of a hardcore religious group. In some ways though they are almost like a weaker version of the Taliban who killed anyone that didn't match up with their doctrine. Remember that note in the first Thief which said they grabbed a woman who has apparently commited no crime? I'd guess they knew she was a Pagan even if she was committing no crime.
On the other hand, by following their scriptures to the letter the Hammerites never went "too far" as far as technology goes. The advanced technologies of the Mechanists were producing a lot of pollution, not to mention the abominations that were the servants.
Many of the Mechanists were interested in making things better for people via advanced technology. Of course, it would have mostly only been the wealthy to benefit.

Hammerites all the way....
I don´t like all that machinery the Mechanists use, I prefer the "old fashion way"...besides, some of their weapons and tools are too much advanced in my opinion, after all, the Mechs have enough technology to build Garretts eye, but they have that type of hammer as weapon (most of them, no t all, I mean...) instead of something more technological....:p

Nope. Your zoom in T2 is your mechanichal eye....and in thief 3 if you use 3rd person view and rotate to the front of Garrett you can actually see the eye

ummmm yeah I know that...
I was talking about at the end of The Dark Project Garrett has his mechanical eye. So it was under my impressions that the Hammers fixed it up for him since the Mechanists weren't really around then...

In the final mission of Thief 2 over the loud speakers, Karras makes a remark on Garrett's mechanical eye. I can't remember the exact quote, but it's led some to believe that Karras himself created it, or Hammers who became Mechanists.

It says in the Forbidden library that the Hammerites gave Garrett his mechanical eye, in a book written by Elder Draco.

From what I understand, at the end of the first Thief the Hammerite order was in disarray. Despite sticking to the Builder's teachings etc. they still got whupped by the Trickster and his minions. This made a large number of them feel that it was time to advance technology further so that this could never happen again. It's apparent from the first game (the sunburst device) that some Hammerites had been quietly developing new technology. Karras arranged for the mechanical eye to be given to Garrett hoping that he would ally himself with them. This, of course didn't happen. Karras led a large portion (possibly a majority?) of the Hammerites away from the main order and founded the Mechanist order. At the time that Garrett was given his new eye though, they would have still been Hammerites.
