You would refer to someone you knew, when speaking to someone who didn't know them, as "some -person-"? How peculiar. That's so non standard we're better off ruling it out. It'd be pretty rare to find anyone who assumed, when reading it, that Mosely knew of Garrett when she wrote that letter.

I would if I didn't want to associate myself with the person I knew OF. They're not pals or business partners or co-workers or relatives. She doesn't know him. I don't think you'd find such conversations so peculiar if you witnessed them in action.
Yes, it is rare to assume, when reading it, that Mosley knew of Garrett. I made my theory up seconds before typing it today. I never said my theory was canon. I was just throwing out a different perspective and forgot the disclaimer I didn't think ahead to come up with.
People assume a lot of things about the Thief Universe based on how they discover the information, what they missed, or what didn't sink in 'cause they were too distracted by the game.
Another theory could be that she's so caught up in her own agenda and her struggles with Hagen and Truart, and Garrett's so damn good, he has almost no reputation. Lieutenant Mosley, so ignorant of Truart's plan she conspires with the pagans to kill him and feels compelled to mention Garrett by name. Fan-service? Or does she simply not find Garrett threatening enough to believe he should be targeted?

She's being generic about someone whom Truart is being very specific. She describes him as "some poor soul" in context with discussions on the various cruelties Truart's activities have been visiting on unfortunates in the city. The context implies surprise at the amount of interest Truart has in this one person.
She's a high ranking police officer, who has access to information on organised crime and criminals in the city as well as the activities of the Watch itself. She's using this position to pass information to Viktoria. What reason does she have to conceal her knowledge of Garrett (should she have any)? Surely if Garrett was at all known to her she'd say so, since she wouldn't assume Viktoria knows who he is and the sudden array of truart's vast forces against one man is kinda interesting.
So, no, at that stage I don't think Garrett was well known.

I agree with your post, completely.
I don't see how it contradicts my theory.
I'll try to re-word it for clarity:
Maybe Mosley doesn't know about Garrett's connection with the pagans (the outcome of TDP/Gold). It's believable to me she wouldn't.

One thing I've never been quite clear on is the exact nature of Mosely's relationship with the pagans. The pagans are Truart's enemies already, so if she wants to have Truart killed, they are a fairly natural choice. But her journal and the letters to the pagans (she mentions having a garden, and something about her plants dying because of the foul smoke from the Mechanists' factories) make me wonder if she also feels some kind of sympathy for their cause. So what do you think, did Mosely ally with the pagans purely to get rid of Truart, or is she also - to use the Mechanist term - a "pagan sympathizer"?

You're reversing it. The reason that Mosley wants Truart killed is because she is a Pagan sympathizer (or a Pagan, who knows).

In her journal, she expresses disgust at the general way Truart has been running the City Watch - how half of the people she now works with seem to be people she used to be arresting. I'd say that's as important for her desire to get rid of Truart as the way he treats the pagans.
