Some more questions though:
Before the very end, Ocelot says to KGB's chairman: "Yes. The American president is relying on us to keep a lid on the whole affair". What exactly American president is afraid of? After all, Soviets didn't know the Boss wasn't actually a defector, so they couldn't accuse American government of killing American patriot. Also, Soviets wouldn't let everyone know about the Legacy because they had part of it too. So what's the point?
Another question: why Ocelot didn't execute KGB's plan and didn't appear at rendezvous with Snake, he knew about Eva's plan and decided to let her play her role? Why she decided to come to rendezvous in the first place, why she bothered herself with Snake at all? She could perfectly cope with her mission without that, I mean she became Volgin's lover by allowing to capture herself at Sokolov's base anyway.
And why Ocelot was fighting with Snake in the end when nobody from KGB or GRU was there to watch the show if they both were American agents?

It was the information about both the Legacy and the plan to assassinate the Boss that the Americans were afraid of leaking. Of course the Soviets had to lose equally as much so they wouldn't let information leak either, hence Ocelot's remark. A mutual understanding.

Could she? She's been there for over a week or two and she still hadn't found out a thing about the location of the Legacy. It's really nothing more complicated than that. They were trying to find the Legacy and they thought approaching Snake would increase their chances.
Actually, keep something in mind. The story relies a lot on the mentality of espionage during the Cold War. EVA was presumably assigned to approach Snake under the notion that he knew where the Legacy was or that he would eventually find out.

He has the hots for Big Boss. And no, I'm not kidding. It wasn't about the kill at the end, it was about sportsmanship with someone he idolized. It's why he demands that they reveal their real names to each other; no more disguises and political games at that point.
