I just found a dupe bug by the looks of it:
If you pick up something in your inventory, then exit the inventory while holding the item, the item will be dropped, but when you go back into the inventory, you'll have another copy in your hand.

So Operation Boat Dock is a bust because water is a capricious beast. Will have to simply establish a boat dock somewhere else.
