What I've noticed is while the number of missions is declining, the quality is growing by leaps and bounds.
I think part of the problem numbers-wise this year was that we didn't have a Halloween contest. Contests encourage people to create, and I think the more there are, the more FM's we'll have. Our TTLG 2015 resolution this year should be to have more contests.
Anyways, if we manage to have at least a couple new FM's per month, I'll be satisfied

Thats primarily because
1. TDM received a luke warm reception over here.
2. hardly any of the well known mission authors over here have come over to TDM.

Darkradiant is by a big margin easier to map with than Dromed, so I have always been perplexed as to why we haven't had a bigger influx of mappers.

I concur that partnering up with someone to create a mission is a good way to go. There are a number of "old timers" who have either run out of ideas or aren't interested in making another FM due to RL constraints. If you can convince one to give you a hand, it's well worth the investment.
I enlisted Xorak's talent in Return to Tarnhill, because I suck at the technical stuff. In Bad Blood II, Yandros did a lot of heavy lifting, again, concentrating on the technical wizardry. This method relieves a lot of stress and also helps during beta.

As wrong as it might be to say it, it seems plausible that the 'apparent quality' of missions might actually drive away potential builders who feel they aren't good enough for whatever reason, or who fear that they're stylistic idea of what a mission should look like is ten years too old. I say 'apparent quality' because it can be argued until the end of time if missions released now are any better than earlier missions despite generally looking better and all that. Hell, I'm ashamed by my own missions, I'm sure others give up before even reaching the point of releasing their own.
And then add in the time component and how long it takes now to make the average mission versus ten years ago. I also think there's a natural lull as most modders who were in their teens or early twenties when Thief came out have gone on to families and such. It might seem optimistic, but in the future these people (both modders and players) might return as they get more time and energy.
A good Thief 4 would've also helped draw players to both DarkMod and Thief. Unfortunately, in the case of many gamers these days, watching a game on Youtube is akin to playing the game. I've heard hundreds of times people saying they just want to sit down and play a game and not have to think. So why would they ever install Thief and play it on their own and be forced to confront the fear of exploring on their own? But in time I think a new generation of young gamers will again demand true games such as Thief.

i doubt if such figures exist, but it would be interesting to see a comparison graph for visitor no's to TTLG forum, as well as members joining the community

Salute to all of the Taffers here and out in the world lets make new Thief game and lets fund it trough Kickstarter that is the only solution i see. New Thief with new editor and new engine.
By the way i think it is the only game which after 16 years is still awesome to play. I didnt expect for that to happen like Garrett would probably say

If I were to ever start mapping for TDM, I'd completely overhaul the sound effects.
