I'm trying to remember a mission I played a decade ago that starts off in a very cool hide out for Garrett that is hidden in the side of a building. A switch opens up the wall where you can access a town area. Do you remember what mission this is?

From the description you gave it sounds like it could be "Fletcher's Final Mistake" by SlyFoxx, which came out in 2004. Hope this is the one your looking for.
