I found two definitions for "tantalize":
* torment or tease with the sight or promise of something that is unobtainable.
* excite the senses or desires
I have definitely played both kinds of FM's. Type-1 is terrible. For example, I don't remember the title, but there was a wonderful city exploration FM I played that seemed to be inevitably leading to a large Hammerite cathedral that just begged to be explored... only for me to find that the doors were unfrobbable. Also included in this annoying experience are books that describe areas of a mission you can't actually access, or maps that show inaccessible areas (Alarus Extension)
On the other hand, I love Type-2 tantalizing - missions that build up your excitement for getting to an interesting location. For instance:
* More than one FM will involve a "sealed-off wing of the house" (When Still) or a "sealed tower" (The Black Frog) or a "forbidden crypt" (The Drymian Codex or a "rumored underground guild hall" (Ominous Bequest) that builds up anticipation for when you finally either find the place, or finally find a way to get into it.
* I forget how it goes in The Korrigans, but I believe a lot of the level is spent explaining these weird creatures, and how they seem to be coming from a particular room in the mansion though no-one can figure out how. I couldn't wait to get to that room!
* Sometimes it can be something simpler, like looking down a long hallway and seeing something unexpected, which you very slowly approach... like a dead body and a bloody trail where there shouldn't be any dead bodies (When Still, sort of)
* Any level that contains boarded-off doors (that can be hacked open or bypassed in some way) almost always qualify. Ominous Bequest has one such room, with creepy rope noises behind it and a number of readables that really made me want to get in there somehow.
What other FM's can I play that do this well? I love a well-told story, as I've endlessly blathered about elsewhere.

Well, I just experienced all that but right now two original missions come to my mind:
1 - The Haunted Cathedral: I always wanted to enter the cathedral and in fact I killed all the zombies from that gap in the wall.
2 - Life of the Party: Taking a free roam in the streets below was always tantalizing but could never manage to do it.

This is one of the reasons why Rowena's Curse is my favorite FM. It does a fantastic job of building up the excitement and suspense of reaching most of the mission's key locations (e.g. the accident site, the "well"/oubliette, and the Gate of Hell). I get filled with dread every time I replay this mission, and I love it.

I'm confused on the types - wouldn't Type 1 be "terrible" in that sense, since it teases something unobtainable? The teases in the Type 1 missions you list each lead to something obtainable, not unobtainable.
That aside, The Inverted Manse's pagan tunnels and Broken Triad's beheading killer are the two tantalizing storylines that come to my mind first. The mansion mission in The Flying Age also had some great suspense with a boarded-up room.

Wow, you're totally right - I had it reversed. That certainly confused the message! I'll fix that. I don't think I've heard of
The Flying Age - will have to check it out. And
Broken Triad is being saved for later!

I'm 100% sure I've played that (because who hasn't?) but it's been so long. Is that the one where you go down into an incredibly deep... well, or something, only to find that you then have to rope arrow your way down into a second incredibly deep well? (filled with monsters, IIRC?)
Or am I thinking of a Calendra mission?

You're thinking of Calendra's Cistern. Rowena's Curse is the one where you're exploring a mansion trying to solve the mystery of a kidnapped noblewoman, and towards the end, you open a giant underground gate to find said woman on a sacrificial altar, and you must battle and slay Lady Rowena to save her.
