OK, I'm going to reveal my extreme ignorance here. What's a Mod?
I'm assumiming it's player designed levels, like the Thief levels etc. If so, what do I do to download some?

A Mod is more than just a few player designed levels. The name is short for "modification" which is exactly what it is. The game's code is revamped (usually using publically released development tools) to create a (sometimes completely) different game based upon the structure of the original. For instance Half-Life is the professionally coded and designed game released by Valve. Counter-Strike is a Mod of Half-Life where you play as a terrorist or anti-terrorist. Counter-Strike is, for all intents and purposes, a different game from Half-Life, but the entire thing is based upon the Half-Life code and the two games are nearly identical at the core.
Some mods are more extreme then others but a mod is basically a complete conversion of an existing game into a different sort of beast.
