Currently in development. I wouldn't be surprised if it too was a PS3 exclusive though, which is fine with me - I'd rather not have them limit the potential of titles akin to HR just fit them onto a DVD (a common developers' ideal outcome for most multi-platform projects).

Microsoft charges royalties PER disc and they don't offer developers the option of mandatory HDD install (like Sony do with the PS3). Watch or read some of the recent Carmack interviews from Quakecon '08.
Also it depends on the game being developed, a linear experience? Multiple disc spanning is fine. Non-linear open-world sandbox games? Disc swapping = massive immersion breaker. You have to understand that expectations of the widest audience today that developers have to cater for has changed, they've gotten used to a seamless gameplay experience that the DVD-ROM medium ushered in.
