I think it's pretty much accepted nowadays that the PC is back to being the most powerful gaming platform at this point in time, and until the next generation of consoles comes out and the cycle starts over. So it's not a matter of the PS3 having the only awe-inspiring hardware that Heavy Rain could run on, it's just that Quantic Dream have an annoying exclusive contract with Sony, and we don't have an emulator.

It still sounds interesting, indeed, and I did really like the part about the overall story not being strictly dependent on the success of each individual arc. We'll have to see how it all works out, and there's also the issue that, as quoted in the article, any gamer's typical conditioned reflex is to press the Quickload button.
Then again, since I don't have any hopes for a PC port, unless Sony shit out a cheap PS3 offer, I'm not likely to ever find out.
I'm officially disappointed. I wanted more of short-haired hottie on a motorbike, not Fox "Crackfiend" Mulder and his huggybear showerbuddy.
