Technically yes, but I believe Pandemic spun off from an internal Activision development team. My computer counts ~25 names in common in the credits listings for the two Battlezone games, at any rate.

I don't get it (I know, big surprise) what is the problem with them making a new Mercenaries? Surely it is better than moth-balling the IP, like they are famous for.

Yes, from an IP perspective it's all well and good, but announcing this a week after (http://www.youtube.com/watch?v=BFmbGWeZrAM&feature=player_embedded) Pandemic closes its doors? Bit of a kick in the teeth to the people who just got laid off, methinks.
