for me ME2 was "just" an action-game with a few skills and 2 paths, not an "full-blooded" RPG and it worked. I replayed it often for the different class-skills and I liked the combat as much as the story for its fist-pumping blockbuster feel. And it has an insane mode. That's gotta count for something nowadays.

If you're referring solely to the underlying mechanics, Witcher may be a little deeper on the RPG scale, but not much. It's still an action game at it's core.
In Mass Effect, you aren't going to miss out on entire questlines because of decisions that you made earlier in the game. I mean, even whether you save or kill the council didn't seem to have much of a gameplay impact.

If you allow the S'coatiel you encounter in chapter 1 to live, Coleman will die in Chapter 2 which denies you access to the quests he gives you.
