Well, you said an Enforcer was present, so it's after Caduca's assassination and Garrett's trial, right? So Keepers will be set to hostile.

I don't know if it's been understood or not, so I'll just throw this out there:
[SPOILER]There's a splinter group of Keepers that believe Garrett's on the right path, fulfilling the most "correct" interpretation of the Prophecies. Any help from the Keepers, after Orland passes official judgment on Garrett, comes from this splinter group--particularly Artemus.[/SPOILER]

Did you get supplies? Did the Keeper try to fight you? Was there a note?
I wouldn't know, myself. I've only played TDS once and went back to working on the Encyclopædia, but it's definitely something I need to find out.

At the dead fence's place in Old Quarter you're left a note saying you have friends and instructs G to go to his apartment. Then usually (say, every single time before when I have played this part) you find a dead Keeper and an Enforcer. This makes sense, and confirms to me that the note left at the fence's place was written by a friend. Then one Keeper apparently left me a note in my apartment and got killed on exit. You follow the trail and meet with this legitimate splinter group as jtr suggests.
Therefore, it does not make sense for this Keeper to be hostile, as all the other instances he's dead by this Enforcer. I've played this game a lot, so I can say with certainty that he's scripted to die. If the Keeper was Orland's assasin (aka hostile) why is he dead 99% of the time?

Yeah. It doesn't make sense for the keeper to be hostile toward the player. Ready to fight more Enforcers, sure, but not you.

Well, is there a way to make a single keeper friendly towards you while the others are not? Anyway, I think that his behaviour doesn't matter when he's supposed to be dead, but maybe, just in an emergency situation (in case he doesn't die) the developers thought it would be more logical if that guy was just another keeper waiting for Garrett to kill him. Otherwise there would be no reason for him to join an enforcer.
