Heh, moss arrows are incredibly useful in that way. Heres something, if you shoot a moss arrow at a person then shoot water arrows at them, does it make thier choking go on for longer?

One moss arrow funny I once saw - I put a moss arrow into a cornerstone in the area where Garrett lives. A townsperson was walking along nearby and strolled into the area of effect. He doubled over choking and coughing like mad. Another townsperson wandered over and suddenly the first guy, still doubled over, turned his head, stopped coughing and said a greeting to him. I guess the "say hello" script overrode the "choking half to death" script.

I once mossed one guard twice and he died. Is this normally a fatal attack?

Moss arrows reduce guard's ability to fight (lowers their health) so it takes one hit with the dagger to kill them. I dont think it was designed to be fatal, but it can be.
