The problem is this: People can't design good female protagonists anymore. Since when did you see a female protagonist that wasn't just like the rest? If a thief game is going to have a female protagonist:
-She needs to have professional thiefy gear. Baggy, not-shiny clothes to conceal human features and blend in darkness.
-She needs to be professional, like Garrett. Trust no-one, talk like she knows what she's doing, not be recognisable as a woman from written dialogue.
-She needs to look normal. And how did poor women in medieval times look? Like shit. Zaya in T2X was a fairly good try as a protagonist, but her appearance was incredibly unrealistic.
-A female protagonist has to be a strong character, but it shouldn't be overdone, like in many games today. T2X succeeded with this one pretty well.
EM really needs to get a good character designer if they're going to scrap a perfectly good Garrett in order to come up with a worthy female counterpart. If they fail at accomplishing it they'll compensate the loss with, what else than skin-tight black latex and sexy bottom.

How about Emma Thiaf. Hand on heart, there used to be a girl at my school called Emma Pratt - her parents certainly had a sense of humour!

Thief isn't medieval. Sorry.
And I've yet to see any women in thief that look like shit. So I agree with your initial point; she needs to look normal, not like a sex object, but also not "like shit." :)
To be honest I find it sort of difficult to picture good ol' Benny chasing after a woman with murderous intent. Poor guy would be too conflicted. Probably end up blackjacked in some closet.

Yes the main things are:
-Realistic clothes and gear. Nothing should look like it's there just for show.
-What didn't poor people have in steampunk times? Makeup. Skin conditioners. Shampoo. A thief doesn't need to make herself look good. She's never seen anyway.
-One thing that could make the character more believeable: Rough voice. Not every thief-girl has a cutesy "Rikku voice" (e.g Rachael Leigh Cook). Not a deep, sexy, dominatrix voice either (e.g Mary E. McGlynn). Maybe a kind of "sore throat" whiskey-voice. (I can't remember any examples :( )
