Hm it wasn't a Kenta Cho game and my friend was definitely not a PC guy - he was just sitting back with a grey controller. This is back around 2001-2003

Also there is a crazy japanese arcade vertical shooter where you are flying on animu steampunk machines. I think the characters you could choose from were an old man who kind of looked like a fat Zan (the old guy in Streets of Rage 3) or some animu girls. It was a bullet hell shooter, iirc welp.

Hm nope it was a vertical scroller, a bottom-to-top affair along the lines of Do Don Pachi and Perfect Cherry Blossom. The only time I played it was on a coin-op machine - I dumped a lot of money into it :D

Pretty sure I played it on MAME some years ago...it was boss.
