Basically it's very easy
When you set the Filter->Terr these are not displayed in the 2D View when you now portalize your whole world will be solid since all Terr brushes are filtered out.
With this option enabled the Terr bruses are not drawn in the 2D View but your world gets portalized correctly.
So from 'completely ignoring these brushes' it's set to 'do not draw them 2D but make the WR as it should be'.

It disables DromEd's default, incredibly stupid behavior of respecting what should be strictly visual editor settings when processing a map. So for example, if you're only working with terrain so have everything else toggled off, you can process the mission and not end up with a pitch-black, silent map.
So basically, what I already said the first time in this thread.
