I have gone through all of the available motion tags, and have tried Locomote 0, Drunk 0 but to no avail.
Has anyone successfully created a drunk staggering walking motion?

We have a drunk in DCE who patrols, and I think his motion is rather slow but it may not be drunk or stagger-y enough for you. He just has the Drunk 0 actor tag and everything else is a normal patrol setup. I think there are some extra drunk motions in the GMDB which you could trigger occasionally via AIWatchObj links to markers on his patrol route.

Yeah, the default drunk stagger looks more like they're nursing broken ribs than drunk.
